No, you can't install cias with rxTools.

could I use something like an r4i to in anyway? just to update the browser?

using CIAs is what I really want to get working, its really frustrating to have to buy a GW/sky just to be able to use an exploit anyone with a 9E browser can use.

If you have a 3ds compatible ds flashcart, you can just use this to install the MSETT exploit instead of the browser. (but you need to restore your 4.2 nand first)
