Sadly, my sd card went out recently, and I'm planning to get a new one though. I had homebrew, Cfw. I was wondering would I have to reinstall homebew/cfw again? Or would I just need to reinstlall certain things?

You just need to redownload files. CFW is done to the console itself, not the SD card. You just need to redownload the boot.firm and and what not. You'll have to redownload all your cias, games etc.

The properly place to recollect your CFW stuff is 3ds.hacks.guide.
I like to think that if you've already hacked the 3DS before and don't want to repeat the experience of gathering files, you may be lazy in cheating a little in building a quick CFW setup using a the archive found here.
