Probably still a good idea to get libraries more up to date but it sounds like it may not resolve this particular issue. Hopefully one way or another it can be resolved because it would stink to be stuck on a particular cios, especially if in the future it becomes more and more outdated

In the new dx2 v11 there are 2 changes:
1) support for UStealth that is an only an "or" in the MBR signature check
2) removed sdhc module and initialization of sdhc merged in the ehci module for RiiConnect24 compatibility
I'm quite sure the problem reported is somewhere related to the second change. If not in the libogc, the problem is in the cfg initialization code. I will investigate further.

To disable the deflicker filter is it off or on? Because in Nintendont it's on despite meaning to turn it off

In cfg "on", means deflicker acvite:
"Defaults" = Defaults as hardcoded in the game
"OFF (Safe)" = Turns off deflickering setting the vfilter to Off
"OFF (Extended)" = Turns off deflickering setting the vfilter and patchig GXSetCopyFilter function
"ON (Low)" = Turns on deflickering setting vfilter to Low
"ON (Medium)" = Turns on deflickering setting vfilter to Medium
"ON (High)" = Turns on deflickering setting vfilter to High
