Homebrew can't load homebrew

Hey, guys! I have been looking into trying to dump my Fire Emblem Awakening game so I can play it on my computer. However, I have found out that I have firmware version 10.7 and using the browser or home method won't work for home brew. I have all the game files on an SD game, just not in .3ds or .cia form. I don't have any other games that would work as an access point. Is there any way I can load home brew at this point? I do have access to VVVVVV, but I heard it requires an access point already. If not, is there a way to dump the game on my computer, as I have all the data on SD card?
