Hacking can't inject save into cia ACNL

hi,
I tried to inject my acnl save into a cia, and it says "cannot use save data because it was not the last data saved"
Is there any way arround this?

using GW 9.0.0U emunand

I have tried reinstalling the rom, making a new save file, deleting the secure value, and then injecting, and it still doesnt work.
