So i am a just dance modder and alot of tools need python and python launcher. i have tried reinstalling python 3 times and it will not install python launcher. (yes i clicked install py launcher)

I'm assuming you're on Windows. Did you check in your Programs list whether or not "Python Launcher" exists? If not, that's definitely weird.
But either way, If you just want to run python scripts, you should be able to open a Terminal/Command Prompt in the folder with the scripts and then just run "python3 myScirpt.py"
