Hacking can you make homebrew with c#

iv read several posts here at gbatemp that say that if you want to make nds programs you must know c/c++
my question is can you make any homebrew just by knowing c#(or any other programinglenguage)
coz people say is more simply to learn c# then c/c++

No, the DS does not support the .NET Framework (Or Mono) which is required to run C# applications, You'll have to learn c/c++.
