ROM Hack Can themes be added with emunand?

I was searching for roms and found a package with a cia file called 74 themes package.
Is it legit? Can you install themes as cia?

the themes come in cia files and so you install it the same way as any other cia file, using devmenu/bigbluemenu.

So the file I got is called 73themesEU.cia
Does this mean that I will just install this and I will get all the themes? Also I found some other files that say japan and usa. Are those for U and J 3ds versions? or they can be installed on pal handhelds too?

in this case for themes, they need to be the same region as your console's region. So if you have a EUR 3DS, you need to use the file for EUR region.
And yes, you just have install that cia and you'll get all the themes included in it. You just can't enter the theme shop otherwise it will detect that you didn't buy them and they'll be deleted. But since you already have the themes, there's no real need to enter the Theme shop anyway.

cool. Since you are well informed can you point me to some guides on how to set up your 3ds in order to be able to install cia files? Cause I am really confused. Do I need to install CFW or just the gateway exploit?

If you'll use GW then you only need GW. Assuming the new support that GW will release is the same as the support for 4.x firmwares, you can follow the steps in this guide: http://www.maxconsole.com/maxcon_forums/threads/285969-BigBlueMenu-and-CIA-files

I have one question

In the guide it says this:
"Never enter the extra content or DLC options inside the games or else the DLC you installed will disappear. If they disappear, you'll have to install them again."

If you cannot access the extra content or DLC in a game then why do you need to download it and install it? Since you cant use it?

you can use it. usually those options are to enter in-game stores in order to buy DLC or simply to see the DLC that you have installed. But you don't need to do any of that. The DLC will simply be installed and you can use it during the game.

Oh so it means not to enter any dlc menu in the game menus etc. Ok thanks again!
