Gaming Can the 360 dashboard update be downloaded offline

I just bought a 360 and I have it all set up and running. However I can't get xbox live working for some reason or another, I'm going to have another fiddle about with it.

But I want to know if it's possible to download the latest dashboard update and put it on a disc to install on the 360 so that I can update without going online. I found the backwards compatibility update online but not the dashboard update. Any help would be great

You can download the dashboard update here: spring update. It's from the US site so I don't know if it will work on PAL systems.
