ModMii and NUSDownloader are down and I cannot find the stock mios anywhere. PLEASE HELP!!

or whichever is best for playing legit retail GC games with the disc drive, the hard drive i was using for dios mios only plays the wii games and not the GC

It's illegal to post.

If you can't use nus, use WiiXplorer, put in a Wii disc, go to the update partition and make a copy of the MIOS.
