afaik, you can't technically turn it into a cia (the twlNAND is too small by default - 128MBs or so or something like that). use twilight menu++ (if it's hacked) or you can use a forwarder (also, if it's hacked).
NDS flashcarts work pretty well, TWilight Menu++ works too, (only if your 3ds is hacked btw) NDS Forwarder (you also need a hacked 3ds like everyone else says) works pretty well too if you aren't trying to forward a Pokemon game like Pokemon SoulSilver. ..it freezes like crazy and makes you want to buy a physical cart instead.
I think Robz8 said golden sun is fixable, but not enough is known currently about all the calls the game is using.

DS .nds roms can't be converted into working CIAs installed on the TWLNAND. Only DSiWare .nds games can be.
To get DS games to function as if they're standalone HOME Menu titles, you'll need this.
I don't believe nds-bootstrap/TWiLightMenu++ handle games in containers. Extract the .NDS rom out of the .ZIP archive by using 7-Zip or WinRAR.

98% of the DS library works perfectly just Golden Sun and a few minor Japanese titles don't.

Here we have ketoprofen that used to be prescription-only because of the risk of toxic dosages, but then they halved the dose per pill and sell them in bottles of six pills apiece instead of twenty and it doesn't need a prescription any more. Yes you can buy more than one bottle but people simply don't.
