Its been a while but I came back to my Vita. And I clear out cookies/history and try to do the web browser (henkaku sitE) and no matter how many tries I do it its not giving me the Welcome screen.
Try this. Turn vita off. Turn it on. Turn Wifi on. Go to browser, quickly go to options -> delete cookies. Close browser. Open browser. don't touch it from here on. about a minute later henkaku should start.
This method has always worked from the very first time for me. That exact order.

Go.henkaku.xyz hold on "R" for to reinstall taiHen. This could help.
