I have done it on several occasions but can I suggest clirc for any serious usage, DSOrganize is great for one off connections and the like but clirc is better:

I second that emotion. clirc is much better for the specific function of chatting on irc.

If you do want to use DSO for irc, look for the default settings and change to the efnet server that Costello recommended (or any efnet server). By default, DSO connects to a different IRC network, so the real #gbatemp.net is not on there. DM has his own DSO channel that you connect to by default. It's very confusing to a irc newcomer, because it always auto-joins his channel unless you change the default settings.

your IP is banned, try a different EFNet server.

APNIC is a whois registry maybe your ISPs entire IP range is blocked on that particular server
