Homebrew Can I install DSiware & 3DS CIAs on 11.2? (Not DSiwarehax related)

I found import DSiware 3DS games on one of THOSE sites, but I wanna know if I can install them on an American 3DS.

Every time I try to downgrade from 10.4 to 9.2, it just gives me an error message, and I have to start recovery mode...

must be doing something wrong, try a different sd card start over completely fresh and try again it works

It gives an error in the middle of downgrade? Or something else? And after the error in the middle of the downgrade, the system doesn't boot up normally at all?

• New 3DS 11.2.0 to 10.4.0 on an American 11.2 new 3ds.

and New 3DS 9.2.0 - USA for sysdownloader.
