I think they made a genius approach on the name alone: Parents will read it as Cop - The Recruit and it'll sell to them thinking they are buying a wholesome police officer simulator for Junior to play and grow with.
As someone who owns all the PSP GTAs (I even own Vice City Stories twice, on PSP and PS2), there's a level of emptiness to the world at large. It's not as lively or as organic as the PS2 or current gen GTAs/Saint's Row. It felt like you were given a great playground that you've played around in already, but there's only a handful of NPCs on it with 6 or 7 variations of cars currently being driven. If those games on a system with more power feel like that, I can only cringe while imaging how lonely COP's streets will look.
