Try this:
1. Scanning a QR/Opening the bookmark with wifi off
2. Clear history + delete cookies
3. Turn wifi back on
4. enter browser, try the hack again

Update: Now i am stuck at a gray screen....

for me i keep getting an error. many times i can get to the yellow and then grey screen, but i'm guessing the payload is not being downloaded.
my network is very weak and maybe where i am, the payload cannot be downoaded.
can anyone share the payload, i guess the payloads are different for each region/fw, but i'm on 9.2 usa

You have 9.2?! Lucky.
They're the otherapp payloads IIRC.

yeah i will have to use CN, i just didn't want to have to find my sky3ds browserhax would have been easier but it doesn't seem to be for me.

@cearp if you install CFW on your 9.2 3DS you can install the homebrew channel loader

i restarted a bunch of times. i think maybe the payload just wouldn't download i guess.

It does use a payload but it isn't stored anywhere on the SD card, I don't think. It is downloaded on the fly every time so I'm afraid there wouldn't be a way to do that.

You can manually download a payload at http://smealum.github.io/3ds/
Go down to "Otherapp/ropbin payloads" and select your firmware version.
I don't know which type you need, maybe someone else can answer that.
