Not really, it dumps the exheader incorrectly (which IS indeed a known issue - but most of those people are the ones who don't do their research then try to rebuild a title with the bad exheader, have errors, complain on forums)It does do it's job for people without cfw

Of course, you can extract a romfs from a CXI (which typically contains: header, exheader, logo if not in the exefs, plain-region, exefs, romfs) if that's all you care about; but if you were to use the whole CXI made by braindump... it wouldn't work
And cia/3ds files are made of contents/partitions/apps/ncchs (different names for the same things), plus some further data that can be generated
