That's not the link you install freeShop from. You install freeShop from the link that Quantumcat gave you in this post:

You should install freeShop from https://gbatemp.net/threads/release-arc13s-freeshop-fork-open-source-eshop-alternative.468436/ as the one in TitleDB is outdated. You can install using the QR code and the network install feature of FBI.

Did you scan the QR code with FBI? Worse comes to worse is that you download the CIA and manually install it.

If you mean by "manualy" from fbi it doesnt work and look in the homebrew how i should get to the luma cnfiguration menu ?

just follow the link that @Quantumcat gave you, not that hard. Either use the QR code or just put the .cia on you SD and install it using FBI, then open freeshop on your home menu.

ok i downloaded it from the link i paste it in the cia and also the dot 3dsx freeshop file in 3ds and all i get is nothing on the home menu and f,,,,,, black square on homebrew and in fbi the otion install or install and delete all cia file doesnt appear at all ...
