Pretty sure the only way to run it in windowed mode is through DXWND.

** "dxwnd" windowed mode setup **

Click the Edit tab and choose "Add"

Set the target , Find where you installed the game and select "Game.exe"

Directx Version to hook should be set to "Automatic"

Everything should be unticked.

Initial Coords. and removable range

X:[0] Y:[0] ( [0],[0] ) - ( [640],[480] ) *These last two boxes should be your desired resolution.*

Press OK and minimize DXWnd

Now from the Game folder run "GameLoader" and have fun! .

*** Do NOT execute the game using DXWnd or you will receive a I/O error ***.

Hope that helps, if anything you can always just google Blazblue DXWND if that link isn't specific enough.

I never did play the game all that much, although the arty style was interesting and I could beat the game using only Haku-men's sword swing lol. Glad I could help.
