ya, you can, but no bootmii in boot2, no reading burnt disks without a modchip, and NO DOWNGRADING!!!!!!!!!

It has a D3-2 drive, so no burned DVDs unless you want to buy a new drive for it. Use a USB Loader.

No chips exist for D3-2 drives yet.

yes it has a drive that fixes the exploit that cIOS uses to read burnt discs..... USB loaders do still work though.

yeah download and install the CIOS and then use the USB loader of your choice loaded from the Homebrew channel. I personally prefer Wiiflow. If you don't know how to install the CIOS Well there isn't much I can tell you aside from Google is your best friend.
