i recently downloaded a BIOS dumper, as a .nds file, and ran it on my R4 on a DS Lite. After it's done dumping, it saves to files to the root of my SD card; Arm7.ROM and Arm9.ROM (or something among those lines...)

I was wondering how do I boot these files from a flashcart?

    You don't.
You're supposed to use them with DeSmuME.
