Software Does Any One Know Where I Can Find Binhack And b2b game.dat At For Windows 10?

if you run on windows 10 32 bit you can run 16 bit applications just fine, i'd say just get a virtual machine and run it that way

Have you tried right-clicking on it and selecting "Compatibility"? It makes it think it's running under Windows XP/95/DOS etc...
TBH I have no idea what you're talking about but I thought I might suggest something anyway
