Hacking Batch Converting/Installing .3ds Files

I have a large collection of .3ds files (I think that means a decrypted game dump) and 3 different 3DS consoles. I would like to convert the .3ds files to the equivalent .cia files and install them on the 3 consoles (each has a 256GB microSD card) in a way which is as legit as possible - which for me means that the games would be updatable via the eShop.

What is the best way to do this nowadays? My understanding that a different .cia file would need to be generated for each unique console. I've seen some guides online talking about using GM9 to do this (given the required support files) on the console itself, which seems the most reliable, but also fairly tedious and time consuming.

I would like to create the .cia files for each console all at once on a PC (probably faster) and then install over the network using FBI.

Does something like 3DS Simple CIA Converter allow for the creation of such .cia files? If not, what's the best option?

The Simple CIA Converter doesn't seem to ask for things like a seeddb.bin or a titlekeys database. What were the reason those things used to be needed if the semi-legit CIA files can be generated without them?

There is not such thing as a "semi-legit" there is only legit or fake
 
I guess at the end of the day my question boils down to: will .cia's generated with Simple CIA Converter be able to download and install updates from the eShop?

If not, is there any tool/set of tools which will allow this functionality anymore? Or did Nintendo's updates to their CDN stop this forever?

no after the 11.8 update Nintendo backported the fix from the switch to stop updates from eshop/CDN on 3ds
