Bad cops are not smart cops

I was driving to a xgf's wedding (i'm still good friends with her - It happens).
Long drive about 2 hours each way,i'm checking the mapquest and listening to gps going the speed limit,seat belt on.
They JUST passed a new bill called the "Move over Law". Which instates that any vehicle on a multilane highway must move to the left lane or A left lane if a emergency is in breakdown lane with lights on.
This cop parks on the end of a sharp almost C Shaped curve in the highway with
a heavy, dense and thick area of woods inbetween.
He pulls me over and without further explaination gives me a ticket.

I printed pictures of where he pulled me over,sky map of location and marked his place and my direction.
Appealed it and showed judge it was impossible for me to see him and respond in time at 65 miles an hour.
Ticket Dismissed.

Many cops do this all the time. It doesn't matter to them really if they lose one or two tickets. They just keep doing it until they hit their quota or whatnot. Usually all you have to do is appeal it if it's BS and the ticket is gone.
