I have a question, is this legal? It may require a permit.
There may be issues related to politics, privacy, and minors.

Running a chat app does not require a permit in the United States from my knowledge, it however, IS illegal to gather data from children under 13 but we don't technically gather data and we'll just ban anyone who we find is underage. There might be more updates for legality soon, but for now there's not much.

How do the messages get sent/recieved? is this utalizing LoRa or streetpass to keep things private and secure? would this work even offline through systems like Reticulum and Meshtastic?

It simply uses a TCP Socket and HTTP POST approach to receive and send messages respectively.
