Homebrew Arsenal HB for 3DS

I stalk the Smea twitter and I was watched a video from a HB game that he made for the DS, so... Maybe the answers is obvious but, is posible to make a port of the game? Or make a similar game for the HBL ? If is not possible, closed the thread plz (cuz i dunno how .-.)
