Hacking Arm9 Can't update from 2.1 to 11.1/ Stuck at 2.1

Hey guys, as the title suggests, I am stuck at v2.1 arm9. I am on part 3 of plailect's guide and I am stuck at v2.1. I am working on 2 old 3ds xls and they both get error whenever I try to update. DNS is on auto and I have tried restoring to NANDmin.bin, I tried CTR transfer again and again.

anyong have any idea what I did wrong?
