Hardware are there wii's who are not softmoddable?

some time ago their were wii's who couldn't be softmodded
is this still true?
or can all wii's on the market (who don't have 4.0) be softmodded?

and can 4.0 be softmodded (don't think so, but still)

4.0 can be softmodded, and also can all wiis
