Yes, one does exist, but it cannot run commercial PSP games. Basically, it is useless.
As time progresses, there will be a fully-functional PSP emulator, but as of now, we don't have one.

Yeah, it's called jcpsp or something like that, and its pretty crappy, even when running homebrew. There at least one new build of it every week.

It runs nothing!

just save up and buy a real PSP and mod it (so long as its not a 3000 series!)
