Technically, you could use DSOrganize for this, it can edit .xml files, but you'd have to do it manually, and it'd be quite hard.

I am gonna sit here and doubt it is possible.But it would be nice is there was some homebrew app to Ar codes to then you could select which codes you want. Tap ok and then pop out flashcart pop in commercial cart and walla action replay for commercial carts without needing to buy the actual thing
