Misc Apple Apple Watch charging issues

I'm having trouble finding the answer in the search engines. My Apple Watch 5 is refurbished and didn't come with a charger. I bought one magnetic fast charger to USB-C, which isn't compatible with my socket and thus has to be charged from the PC laptop. I read that the charging time of the Apple Watch 5 to 100% is of 2 hours, but I've easily been charging it for 6 hours and it only reached 83%. Is this a watch issue, a charger issue, a PC issue?
