Use MS Internet Explorer, not any kind of 3rd party browser. Click the "Continue" button where it says "Validation Required". You should then be able to download it.

But, if you're using a hacked version of Windows......I don't know. All of our Windows installs are official.

My official windows is MPC but I installed a hacked Professional XP since I didn't want MPC, thats why I can't download that file.

All hacks for this thing on the web seem old 'n expired.
