Not "Switch", but games. It won't help you get full handheld experience through HDMI (clocks will be the same as for docked mode).
Freebird or sys-clk lets you drop the clocks. The last trick would be true 720p output. You can try setting TV output to 720p, though I have a bad feeling it would upscale handheld 720p to 1080p and then back down to 720p.
