ROM Hack Any SDK to turn WAV -> BCSTM?

First of all and to all White Knights, I'm not requesting any SDK Links or tool.

Just what I want know is if:
Is there an SDK which let you convert WAV -> BCSTM ?

I'm not requesting a link, only a name (if there is one).
And in which SDK package could I find it?

If there is not, I will continue with community's tools.

SoundMaker can convert from wav to bcstm, but you'll have to go through creating a project and adding the wav as a stream sound, and converting the project from there. I don't think the SDK has anything like a command-line tool for wav to bcstm.
