Hacking Any easy way to convert bin to pbp?

I have translated Tales of Phantasia with Absolute Zero's patch

I now have these two files:

(PSX) Tales of Phantasia (NTSC-J).bin

(PSX) Tales of Phantasia (NTSC-J).cue

Somehow im suppose to be able to convert this into a EBOOT.PBP but im not exactly sure how that works.
I forgot how i did it before. I even tried Popstation GUI and PSX2PSP 1.4.2 but they always have missing files for example in PSX2PSP 1.4.2 it said that popstation.exe is missing.
Like what the heck! This isn't popstation!

So can someone help me out here?

*On a side note my previous version of the Tales of Phantasia EBOOT.PBP had like 300 mb and the new one i have is 600mb! Wierd!

Ah i know about this,i was googling for friend and i found it but i cant remember now. Sorry if i find anything i will tell you.

popstation.exe is what converts the image files to eboot. ICETEA, PSX2PSP 1.4.2, Redsquirrels etc... are all just GUI's built around them using data files to replace copyrighted base.pbp and keys.bin files so that people don't have to open up their DOS windows.

If you get that error with PSX2PSP either you've got a bad download of it or it's not set up properly. Alternatively you could drop the GUI altogether.
