No, it won't work like that. You can however use it to unbrick an AR DS cart.

Don't worry too much about this little problem. Chishm's Nitro Hax can be used to cheat in LEGIT DS games.

No you can't use Action Replay rom on R4, yes you can use Adventure Replay, RPG Replay, Sports Replay, Puzzle Replay, and Fighting Replay roms on R4.
