Gaming About the Nintendo account

You can call a customer support rep and have them do it for you, that’s what happened with my 3DS. Although, you may be able to deactivate it by going into account settings on the Nintendo website, idk.
 
They would have a serious problem if you can't recover your property. It must be possible to still use your games in single player, banned console or not.
If they lock you down to digital copies then it's their problem to make it possible. I'm pretty sure they are aware of this, just demand a refund if you can't access your stuff and if they deny, lawsuit.
Don't forget to add a deadline, like 2 weeks. It will put them in disadvantge if they ignore it.
