Once I have arm9loaderhax installed, Where do I get the arm9loaderhax.bin file that launches CakesFW?
Is it possible to get one that can launch decrypt9 at boot?

I'm not sure about the first question, but you can launch Decrypt9 from A9LH. There are also boot managers so you can choose whether to boot Decryptt9 or CFW.
