Homebrew a small doubt

Good afternoon or good evening
I have a question, I downloaded the homebrew version 11.0, copying only those files to the sd and making that toturial.
I was forced to update my OLD 3DS and now the question is, I don't have the ninja nor the other games that may give access to homebrew. As I don't have the cartridge I don't have skydrive and don't have the games available in my area to download the store.

How is the homebrew development process?
