Of course you are perfectly aware of the fact that the version number displayed in the settings menu refers to the system menu only, and not to any other system files.

Edit: There has not been an update, as marcan's Wiimpersonator tool shows. What I am trying to say is: You can't tell updates from the system menu version alone. And you generally seem to be VERY quick with presenting "absolute facts" while only knowing half of the necessary background.

Well, I already had 3.3U and checked for an update and sure enough, it downloaded something and rebooted. My version remains 3.3U though so it doesn't seem to be a full update.
