A Megaman X3 Romhack with Zero as protagonist?

Folks are always making new and interesting rom hacks, sometimes even better than the original game. I don't know diddly about rom-hacking, but alot of folks out there do. So I had this thought, why doesn't someone try re-making Megaman X3 with Zero as the main character, y'know, kind of like making a precursor to the Zero saga on Gameboy Advance but on SNES. There's already a Game Genie Code one can use to play as Zero throughout the game (with some minor graphic glitches and complications) so it should be feasible to make a full length version of the game where you just play as Zero. Like, Maybe X doesn't get rescued from that big magnet thing in the beginning of the game, maybe he gets transported somewhere else and Zero must take on all the robot bosses to find out where X is being held, meanwhile they're re-programming him.
