ye im 100% behind the idea of starting this project i would LOVE to make it and i think with enough support we could make it happen

alls we need is a progremmer and hacker

just pointing out, there is a megaman game somewhat like this.
it's called megaman battlenetwork 4.5(or should i say rockman.exe 4.5)
it's a japanese GBA game where you get to choose your own navi from a set of navi's known from other bn games.
you can run over the "internet" like in other battlenetwork games, but you don't have to drag lan to a PC first.
it kinda turns your GBA into a PET.

the only downside is that it's not released outside japan.

Seeing as it's based on Navis it should be something including the name Navi, or Megaman.
