Ok, let me just start by saying, I have completed no rom hacking in my life. No coding for that matter. However, I think a fan project to give vlr:999 voice acting would be a great project. I love this game and want to hear it spoken like a movie, how the sequel felt to me. I understand this would be probably impossible to do on the actual ds. So, does this even sound like an interesting project to anyone if it could be done in some form? Have a good day.
 
I don't have a clue how to hack it, but it could be done for sure.
The hard part would be finding suitable voices and recording all that dialog.
Manage to do that, and I assure you some hacker will appear out of nowhere and do the hacking part out of respect.
 
This would be awesome, if you compiled a script I'd be glad to record one of the characters.
 
Wow, this really excites me. I thought I would go crazy trying to make up a bunch of different voices. Starting the script tonight.
 
You must remember that this will take a LOT of time, both writing up scripts and recording it all (maybe even doing retakes) and leveling / mixing the audio so it sounds consistent. And then for someone to hack it and insert the audio. I wish you all the luck, and think it's a fantastic idea, but just remember that it will take time (so that you won't get disappointed and give up) :)
 
Yeah hacking is doable, especially if the game uses normal SDAT style audio* and features any voiced segments of reasonably length (10 seconds or so), if not then it is a more involved hack but should be nothing too drastic. If it is STRM using SDAT then it should be easy enough, if not then something like the later posts of https://gbatemp.net/threads/telling-the-game-to-play-a-strm-instead-of-sseq.340692/ will need to be adapted for this game.

Voice work is quite annoying to sort out though -- there is a reason few mods do this (though rather notably Golden Sun on the GBA did it, https://gbatemp.net/threads/golden-sun-voice-acting-rom-hack-experiment.141064/ ), there is a reason most audiobooks tend to have a single reader and seldom have more than about three of them, there is a reason why radio plays are not the most common in commercial radio and indeed radioplay style podcasts are not even all that common and even why the thing probably did not have voice acting in the first place (for the DS it is no great technical challenge).

*if it does not use SDAT then you are likely in an even better position because most games that deviate here tend to mainly use some kind of wave file.
 
There is no voice anywhere in the game. So it would be rather hard to implement such a thing, I believe.
