This sounds like a hosed battery. Even if "fully charged" or plugged in, the 3ds won't boot as it isn't supplied with any power.nope

Replace the battery. Or try removing the battery and cleaning the contacts. Also maybe put a piece of tape on it such that the pins are pressed against the contacts harder. This helped a new3ds of mine that had a poor, loose connection with the battery.so how do i fix it?
remove battery for 2 mins hold power while doing the power button as to drain the device, if this doesnt work try connecting pin 2 and pin 5 (from left to right) with a paperclip (for a few seconds to reset the battery checker forget what its called) (the right side of the first double pin and the left side of the third douple pin) of had many problems with the ds battery and this is how i fixed itReplace the battery. if it does the ribbon cable is broke meaning... thats not being fixed anytime soon.does it make a popping sound when you try to turn it on?
i remember my solution to work for most DSi / DS problems so id agree if it doesnt work even after3 most likely options,
1. dead battery nit holding/supply charge properly
2. it's a kiosk console, they are designed to only ever work while on charge ( this would only be possible if it has never worked on batter)
3. a blown fuse by the battery terminal
