ROM Hack 3ds Smash 4 mods not loading

Help pls. I followed the tutorial from the 3ds hacks reddit and double checked to make sure i had the folders in the right place, etc but none of the mods i placed in my folders load at all. I enabled region/language emu. But it doesnt have "and external code loading" beside it. not sure what's wrong
