sorry if this is the wrong place to ask but im trying to share a game save with someone, i have passed them my header and game save but their game is of a different region, can it work or do we need the same region roms?

Save games are not region free. If your friend manages to find the game in the same region as the save is from it should work if he applied the header correctly.

i got the us save to work in my eu rom its a type 2 save so maybe i done somthing that fixed it?

take it you where talking about pokemon, afaik that's the only game with cross region compatible saves

i see, what about other type 2 saving games, has anyone tested to see if there are any links between type 2 and region free saves?

it would just depend on if the save layout is exactly the same, iirc animal crossing wasn't cross region compatible so i don't think its really related to card1/card2 games

what about games that save in the same way as pokemon, as in code wise. or encryption,. maybe we could make saves region free?

well for example fantasy life stored its saves content as say "_main.sav" for EU and "main.sav" for US, once decrypted if you rename appropriately it was region free, but it really does all depend on each game, some games may change the save layout etc, it will all be on a per game basis
