Some games are big, some games are small. That's really all there is to it, the DS (and really almost any console) was like that too.

The average 3ds rom is about 512MB-1GB and ranges from 128MB to 4GB.

They're still a lot larger that DS games which average 64MB (range 8MB-512MB).
(dsiware games are limited to 16MB as well)

It's probably a corrupted download, smash4 is 2gb so it should never be under 1.1gb, though I don't know what the actual trimmed size is 3ds.essh.co might

Possibly a rebuilt copy with stuff stripped out of it/down sampled?! This would be the first I've heard of this, but we certainly have the programs to do so...at least with some file formats..
