Please try to write a more detailed subject line than "3DS question" when starting a thread in the future. Or better yet, just use the NOOB Paradise thread

I don't know what you mean by "flash card". If you're referring to a retail 3DS cartridge, then no, obviously not; those are read-only.

If it was possible to do that, then no one would need to install CFW and the market would be completely flooded with cheap bootlegs.
