I just got a N3DS XL that's running on FW 11.2. Is it possible to downgrade from 11.2 to 9.2 so I can use Gateway?

You don't need to downgrade to use Gateway. Follow http://3ds.guide to install B9S then look up the guide on here for using Gateway with B9S.
But unless you already have a ton of Gateway saves you want to use or you want to make cheats there's not much reason to use Gateway because CFW does almost everything GW does and more.

I'd just like to mention that Gateway already works on 11.2...... The last firmware update they had. Though it's a good thing if you want to install CFW since you can skip the whole "downgrading emuNAND" part if you plan on using Gateway too; you can just create an emuNAND before you update your console.

But there's no point in using gateway

The main advantages to gateway are being able to dump .sav format saves and having an advanced cheat plugin, but both could be done on cfw with enough effort. Luma cfw, which is installed through 3ds.guide, has many more patches than gateway. Lumacfw has regionfree patches, a custom system module, input redirection and several more features. It also plays roms without the need for a private header. Personally, luma cfw is better than gateway in nearly every aspect.

I agree that most of the time, decisions are up to the user, but that doesn't change facts. Having a CFW installed is by far, superior in all ways than using Gateway, and for most of us, Free is a magical word, a word that Gateway products don't know, and instead they sell ridiculously overpriced products that use in many ways, ideas from CFW.

So yes, having a CFW is by fact superior than Gateway.

That's really a subjective opinion, not a fact; up to the user IMO. I personally agree with you, but I'm not going to just say "install CFW" when they can do what they want without doing anything Lol.
As much as I would agree with the matter of choice, the OP apparently hasn't bought the Gateway yet. It's best now to heavily discourage them from doing so and encourage them to go with a cfw.
What happened to gateway? So I don't need to buy a card to play ROMs and CIA?
So everyone seems to just be giving you soundbites of information and that's not fun
The Gateway team more or less stopped supporting their cart several months back and are part of the "Stargate Team" now. What this means for the Gateway3ds future is up for debate, but doesn't change the fact that the cart is now rather out of date.
Although there is currently no method of playing .3DS ROMs on free CFWs, you can however install CIAs from any region. You can both install them through FBI or download them directly from Nintendo's severs via freeShop and or CIAngel.

Since you are on 11.2, you are currently running an exploitable OFW. This means following the mentioned 3ds.guide will get you on the road to installing Boot9Strap (B9S) and a free CFW! This will also mean when you are done, you can update to 11.5 without any issues related to updating and no need an emuNAND.
