I have a problem and I don't know how to fix it. Maybe you know how to fix this problem.

I placed CFL_DB.dat in extdata_dump-master and also edited the config file and placed RESTORE "CFL_DB.dat" "f000000b:/CFL_DB.dat" but once I clicked "restore" and wet to the mii maker, I noticed that nothing happened. Am I doing something wrong? (Sorry for wasting your time by the way).

Did you save the file and have it recalculate the checksum? If you don't see that it recalculated the checksum, then the file would be modified but it wouldn't have updated the checksum and therefore the 3DS would revert to the old one?

Did you leave fixcrc.exe in the same directory? If you did, try re-editing the file and double checking the config with mine.

And don't feel bad about using up my time, you're just learning like a bunch of others and that's part of the natural process :D

I clicked "Reply and Save" and it says, "Calculating Checksum". Is that what you mean by saving and recalculate the checksum?
 
Editing for it's name is not implemented because we don't know what implications it could have for NNIDs or just in general. Feel free to try yourself, but keep a backup just in case.

There ought to be no problems, in fact mii maker itself can change the personal Mii's name!

It will sync with the NNID Mii at the next login.

The checksum isn't being calculated most likely.
Is fixcrc.exe in the exact same folder as the Mii Modifier program?
If not, then it can't actually calculate the checksum.
If it is, then it is not calculating the checksum for what ever reason, so either fixcrc.exe is not playing well with your computer, or it could be that the creator name is empty which also could cause an issue.

The program is inside. I also tried using the creator name and the same results happened. It might be the fixcrc not functioning in my computer because when I click the program fixcrc, I get an error message saying, "The program can't start because MSVCR120.dll is missing from your computer. Try reinstalling the program to fix this problem.".
 
Details

Microsoft .NET Framework 4.5 is already a part of this operating system. You do not need to install the .NET Framework 4.5 redistributable.

Same or higher version of .NET Framework 4.5 has already been installed on this computer.

(I pasted this here since it won't let me screenshot). I also tried to download 4.0 & 4.7 but the same results happen.

Interesting thing to note, when you transfer a CFL_DB.dat to a different system, it says you can't edit it, but you also can't unfavourite or delete it because it is your personal mii.

Any chance someone has a blank CFL_DB.dat I can use? I kind of need it to continue development because of the quirk I mentioned above. If anyone has a blank one, could you kindly PM it to me for development purposes? Nevermind, I know have Miis setup properly

Not a blank one, but you can delete all Miis by... replacing all of them with 00 bytes! :) (then fix the checksums of course)

As for unlocking the personal Mii (or any other) after a manual transfer, you need to figure out your system ID (by creating a new Mii before dumping extdata) and apply it to every Mii you want to unlock; you don't need to also change the MAC address IIRC!
